There are a number of possibilities in this case. It might be cutworms, which often attack newly transplanted plants or seedlings. Check out this link for some more info:

Often, a small plant clipped off at ground level and missing is indicative of animal damage - rabbits, squirrels, mice, etc. See the article below for some helpful info.
