Help identifying a worm or something in my garden. #871290

I have a community garden plot in Harford Co. I found these small cocoons all over the ground in my plot. When I moved one with my knife, it seemed to produce a vey small green worm. Can you please help me identify what it is and what can I do to protect my plants. It will have to be an organic solution to my problem. Please don't tell me to pick them up. Yuck.

These are not maggots, cocoons, or any type of insect. They are definitely some type of plant material -- possibly small pine cones or pollen seeds from pine trees. They can travel easily in the wind.
We can say for sure, though, that they are not insects and don't look like anything of concern. It was probably just a coincidence that a small worm was in one. You can sweep them away or just leave them.
