Alien bugs are eating my smoke bush #871180

Hi there, I have a beautiful smoke bush that is overrun with a worm I have never seen before. It’s extremely aggressive and my tree isn’t doing well at all. I’ve had it for 10 years and it’s never had this before. I’m hoping you can help me identify what is doing this, tell me how to kill them and then tell me what to do with the tree (should I cut it way back)? I’m trying been oil today out of despiration.

I am afraid I can't make out enough detail in the photos to be able to identify these insects. Would it be possible for you to try taking some other photos? You could try removing the leaves and placing them in a more well-lit site before photographing the leaves, that might help.
