This is an interesting question. However, controlling Japanese Beetle grub has very little impact on the number of adult beetle that may be in your yard because they are highly mobile. CSU has a Fact Sheet that thoroughly discusses the Japanese Beetle and its life cycle which you might find interesting. The adult female Japanese Beetle can lay up to 40-60 eggs during her 4-8 week adult life. During the egg stage the beetle is very sensitive to water and does not like dry conditions. However, to properly lay sod you need to water it enough so it will firmly take root.
Sod can be planted anytime during the growing season with proper care. Here is a link to a PlantTalk article on laying sod: https://planttalk.colostate.edu/topics/lawns/1517-sodding-lawn/
Once your sod is established you can try to reduce the number of eggs and grub in your lawn using the information from the CSU Fact Sheet.
Good luck!
