Balls growing on dwarf pine? #871165

I have searched online for hours trying to find an answer about this specific white ball, possible encroachment, on our dwarf trees but have been unable to come up with a clear answer. It has happened a couple years in a row but I cannot recall when or how they disappeared for a season. They are definitely back this summer in at least double the amount. If there is a clue of weather this is natural to the tree, a fungus or an insect, I would appreciate any help. Should I be trying to relieve the tree of these?

It appears you have a dwarf juniper, not a pine, and those are the female cones. No cause for concern!  See for example, https://plants.ces.ncsu.edu/plants/juniperus-horizontalis/
