Hello, I purchased this fastigiata columnar oak from Bachman’s in June 2022 (the record breaking heat wave). I planted it, and it immediately went into transplant shock, and lost ALL its leaves that summer. I babied it, gave it an hour trickle of water every few days (all of 2022 - as prescribed by Bachman’s). The tree had some bare branches at the top when I bought it, now it’s worse.

Under the circumstances you have described, that the tree has "recovered" to the extent that it has, is remarkable.
Abundant rain this spring has been a "tonic" for many plants damaged by recent severe drought and other stressful conditions in the Twin Cities area.
With more "babying" the tree may continue to recover. If that happens, consider asking a certified arborist to remove dead branches and otherwise prune to restore the desired form.
