Hot Wings Maple Tree #871117

My tree is 4 years old. It has not budded out yet. However I'm finding new growth on the main trunk, not on the branches. Is my tree damaged by the last winter? What can I do?

Generally speaking, Tartarian maple resists drought and winter damage.  However, based upon the following answer to a similar question, four years of Minnesota drought may account for the tree's condition.
