Please help me ID this plant. Currently it is about 3' tall. Multiple stems are coming from the bottom. The leaves are in clusters. Is this something I should keep, keep under control or pull as a weed.

This appears to be one of the several species of Persicaria that occurs in Maryland. Some are native and some are not, but they can be hard to ID to species level, especially when not in bloom. (Flowers are key traits for plant ID overall.) While a few forms (not always native) can be considered ornamental for garden use, generally those are not volunteering themselves from seed if not deliberately planted, so Persicaria appearing on its own in most garden settings are considered weeds.
