Either it’s contagious or is a critter eating roots because it first spread to the plant next to it. I cut them both back to get rid of the extensive damage, next day the hosta next to it had it too!

It doesn't look like insect damage on the leaves. Did you dig one up and look at the roots?
Are these newly planted?
How does the soil feel? Is it wet or very dry?
