You should transplant ferns, Solomon’s seal, Astilbe, and hostas in early spring. Although it is a bit past that time, you still should be able to transplant them. See:

Splitting and moving Russian sage and butterfly weed are very difficult because of their long tap roots. Better to leave them where they are or start them from seed. See:
