Greetings! Thanks for reaching out to Ask Extension, and I apologize that is has taken so long for us to respond to this question!
From the photo you provided, it appears that your walnut tree is harboring walnut blister mites. I was able to find a pretty good description of them on this page of the Washington State University extension website. It appears from their recommendations that on a healthy tree, the mites are merely an aesthetic nuisance, but will not do any long term damage to the tree.
