Problem insect identification #870948

Gentlemen: This the only plant in my garden with a problem. Grayhead Coneflower - Ratibida Pinnata Pesky insect is stippling this plant, all last year and now this year too. The insect is about 2.5mm length, tan colored, very slow moving, flat in stature, oval shaped How can I control this insect?

I can not make a firm identification from the pictures attached, however, I did find an article discussing various pests that can be common to your coneflower.  I have attached the article below:

I have never heard of a lygus bug, so I thought I would send you information o it as well.

Thinking about the stippling that is occurring, on the leaves, I looked for more information about specific insects that would cause stippling.  I found this article which describes different insects that would stipple a leaf.  The article is below.

I have found that one of  the best methods to control insects is to use neem oil or horticultural soap.  It can be found in any garden center.
