Hi, I am curious as to what is growing as it does not look like Dahlias. Are they weeds? If so, have they killed the dahlia tubers below? Thank you for your help!

However the picture is not very good for identification. Try a picture from above the plant, without the extra light that is a streak in your picture. Or isolate a few leaves and photograph them. It is unlikely that any weed would have killed the dalia tubers. 

I attached more photos. I am wondering what to do with them, do I pull them like a weed? I don't know what to do with them. Especially in the pot with it and a dahlia plant. Also, for the two other plants wihich only have bay leaf growing, do i throw both of them out or is it too soon and the dahlia could still grow? Thank you.

Your latest pictures are Swamp White Oak. If you want these trees, move them to a permanent location. They can become full grown OAK trees. For all your potted plants, I would unpot them, submerge them in a pail of water and let the soil wash away from the roots. Remove the dahlia tubers and repot them and toss the rest or plant them somewhere outdoors. If done carefully, the dahlia tuber should not be damaged and can be repotted in sterile soil. If these pots were outdoors at any time, I suspect that a squirrel hid a lot of acorns in the pot. 
I also recommend a plant ID app.  There are free ones and upgrades that run about $30 a year that will ID unfamiliar plants.

Did you see my response from 1027 this morning. Pull the swamp oak tree sprouts unless you want to plant them somewhere else. 
Dahlia should be okay underneath them.
