Hi Steven,
The insect in your photo appears to be a stink bug nymph! I suspect a cluster of eggs hatched nearby and that is why you are seeing several individuals. Stink bugs are solitary insects so they will disperse eventually.
We have predatory stink bugs and plant-feeding stink bugs. In your case, they are going to be harmless, maybe even beneficial by preying on pests. They won't harm your spruce tree.
