Why are they being cut off, bugs or disease?

It is probably a critter. The bunny population is high. Is it a sharp cut, that is usually a bunny. Squirrels will make a crushing cut. Raccoons will also sample garden plants.
The tops are not being eaten they are cut off and laying in garden
It is not a disease or an insect or at least not one that has been described before. Bunnies don’t eat onions, the strong taste prevents that.
Sprinkling flower on the ground and looking for prints in the morning could potentially tell you what is visiting your garden. Of course, it would have to be a night without rain.
