I recently read about using Horticultural Vinegar (45%) for killing thistle in the garden. Do you have any information to share on it's use. Thank you.

Vinegar works by burning back the green tops of plants, it does not transmit to the roots. Perennials are poorly controled because they resprout from the roots.
Annuals and biennials may be controlled, especially if they have not yet set seed. Annuals, perennials and biennials all can self-seed. Repeated applications may be necessary. Here is a discussion about that-
