What is this and is it treatable?

Thanks for the timely response.  I'm not seeing any insects on the tree or leaves.

Something is eating them.  
Sometimes they come in morning, sometimes at sunset.
It is also possible to see eggs if you take a closeup of the underside of a leaf.
