How to get rid of oats cover crop in garden that didn’t winter kill? #870626

In early summer 2023 I removed a small patch of strawberries from my garden. To loosen the soil I planted peas and oats as a cover crop expecting it would eventually die over the winter just like it has every other time I’ve planted it throughout the garden over the years. Unfortunately it grew back this spring and I’m not sure the best way to get rid of it is. I don’t till the garden so I’m looking for another option. Thank you so much.
