Identify plant #870617

Neighbors partner planted this. She is now deceased and he doesn’t know what it is but said it does bloom. Can you tell what it is?

Thank you for your question. Unfortunately the picture was blurred and lacked good resolution. For these reasons, my identification may or may not be correct. If you could submit a picture of better quality, I would be glad to review your situation.

Having said that and if I was to make a guess at this point, this looks like it could be Showy Stonecrop (Hylotelephium spectabile), a type of sedum. It is also called Ice Plant. It develops pinkish-red flowers towards the end of summer. See the following:
