Please review the above link information in detail. If you do further inspection of your plants, you may find the culprit and move on from there.
Are all the leaves affected? or just a small number. Are the affected leaves lower on the plant or all over the plant? Have you inspected the leaves and turned them over to see if you can find the culprit.
Many times it is an insect that will not affect the growth of your tree and shrub.
I would take a wait and see approach after you've inspected the leaves for the culprit.
