My shumard oak was planted 3 years ago. Its leaves are small and yellowed and there are growths on the trunk. What’s wrong and can it be saved?

It looks to me to be a type of tree burl.  It is a tree growth that can occur natural or from injury.  See below to learn more and compare to your tree.   Another suggestion is to contact a Certified Tree Arborist to evaluate the tree.  See below for how to contact one.
