Any idea what it is

This looks like the annual larkspur Consolida ajacia.  This is an annual plant, not the related perennial we call Delphinium.  This annual easily reseeds and can spread throughout the garden.  All parts of the plant are poisonous and it should be controlled in areas where livestock graze.
