An Anthurium plant is getting raised bumps on the underside of leaves. What is this? and how do I treat it?

That is Anthurium gall. A midge (aka noseeum) bites the leaf and injects a virus that causes a tumor.
Try a light spray of properly diluted neem oil (make sure that it is the only active ingredient). The existiing damage will not go away but new leaves should be ok.
If it is time to repot, discard all the old soil, wash the roots, replant in sterile potting soil in a carefully cleaned, well draining pot.
