A few years ago, I removed a rosebush that wasn't doing well. The following year, a volunteer rose came up near the same spot. I tried removing it as well, but last year when it came up again, I decided to let it grow and see what happens. It's maybe 18 inches tall so far, I fertilized it along with my other roses when they started leafing out a few months ago. My other roses are now blooming, but there's no bloom on the volunteer rose. Does it take time to grow blooms? Do you have any advice on what I can do to promote blooms? I live in Troutdale, and I lost 2 rose bushes this year due to the severe winter we had, so would like this one to thrive! Thanks.

Thank you for your question, Catherine. The cold winter impedes bloom production in certain hybrids, a phenomenon explained here: https://yardandgarden.extension.iastate.edu/faq/my-hybrid-tea-rose-grows-vigorously-doesnt-bloom-why
Another cause may be that the fertilizer applied had too much nitrogen (for leaf growth), and not enough potassium (for bud creation). I hope these ideas help you determine the cause. Good luck!
