Thank you for your message.  From your pictures, it does not look like hemlock woolly adelgid is the problem.  It could be elongated hemlock scale...  Here is a link to a bulletin about those pests outlining some differences including pictures (How to treat hemlock trees for hemlock woolly adelgid - Forestry (msu.edu)).  

Elongated hemlock scale is generally not a severe threat to hemlock trees.  It may be worthwhile to send a sample to the MSU diagnostic lab to confirm problem (Plant & Pest Diagnostics (msu.edu))  

Treatment options for elongated hemlock scale vary but this bulletin (Landscape: Elongate Hemlock Scale | Center for Agriculture, Food, and the Environment at UMass Amherst) contains many options to consider, depending on size of tree and level of pressure.
