We think that looks most like Bermudagrass/Wiregrass. (Quackgrass also has a similar white, running root: https://extension.umd.edu/resource/quackgrass/).
Both are perennial grasses which are difficult to control.

How to best approach depends somewhat on where your daughter lives and where the grass is growing (in a bed or in a lawn?) as some herbicides are not allowed in Montgomery County and Baltimore City.
