Shrub leaves turning white #870246

Can you please tell me what is wrong with my shrub, and if there’s something I can do to make it healthy again? Not sure if it has a disease or possibly an insect of some kind? Any help would be appreciated. Thank you!

The plant might be a ninebark or alpine currant.  We can't be sure by viewing the photos.  However, both are susceptible to powdery mildew, the disease that's damaging the leaves.
