Is this the dreaded lantern fly? What can I do to get rid of them before they mature?

Vaughn, yes these early instar nymphs of the spotted lantern fly. You don't say where you live, but here is information from Maryland Department of Agriculture about reporting them.

As for getting rid of them, knock them off into a bucket of soapy water.
