My neighbor has what I believe is poison hemlock growing in their garden next to the sidewalk. I am concerned about the public and animals coming into contact. Should I be worried?

Hi Laura.
Yes it does look like Poison Hemlock and yes, you should be concerned.
First get suit up so that you are covered all the way (gloves, long pants, long sleeves) and dig it out. Put it in a plastic bag and throw away. Do not compost. You might have to do this a couple of time since it has a long tap root.
Then wash. Any sap that gets on you or your clothes (which can get on you later) should be washed off. Please be careful.
