What can you do to prevent root maggots from killing starts of cabbage, cauliflower and broccoli?

You can make a floating row cover out of 1 inch PVC pipe and clear plastic to keep the adult fly and moth from laying their eggs at the base of the plant.
Alternately you can make collars to go around the base of the plants out of waxed cardboard or cut a 20 ounce plastic soda bottle.
