When putting mulch under trees and shrubs, I have been told that I should put down newspaper before I put down mulch, as that will prevent weed growth. However, I'm concerned that putting down newspaper will block water from getting to the roots.
What's your verdict? Newspapers or not?

Newspaper will decompose quite quickly and should not prevent moisture from getting to the roots of your plants. Paper makes a nice weed barrier under your mulch, and breaks down quickly. It is safe to use, the ink
that's used to print on newspaper is generally soy-based. Do not use any glossy paper or put down too many layers. Water the newspaper before adding your mulch.
Hoe or hand pull weeds already growing in and around the area first. Then dispose of the weeds somewhere else; hopefully the weed seeds will go along with them.
Leave an inch or two (2.5 or 5 cm.) of ground exposed between the plant stems and the start of the newspaper mulch. Don’t place any mulch against stems of growing plants.
