Saliva-like deposit #869953

On a lavender plant in my garden, there are saliva like deposits midway up the stalk on new growth. It appears to be of insect source. Is this harmful or beneficial? If it is harmful, how should I treat it and prevent future instances?

This foamy substance is produced by Spittlebugs. Spittlebugs are sucking insects that feed on various trees, shrubs, and herbaceous perennials. The immature spittlebugs are found beneath the spittle. They rarely cause serious harm to the plant, so there is nothing you need to do. In Maryland, there is only one species noted as a pest of clover.
