Large number of rose bushes showing tiny deformed leaves- some are ok and even blooming right now. A couple peonies in the area also have leaf issues. I have seen the area spot treated with weed killer last year. Would you suspect a virus or residual herbicide.

Hi Cindy,
With both roses and peonies affected, this looks like residual herbicide damage. Sometimes perennials that were touched by herbicide drift or a mistaken application can come back year after year.
This is a good fact sheet:

Sometimes plants will outgrow this damage, but it can take years. The church may want to replace the plants.
Sorry! I hope this helps,
Thanks for your help. We found out the landscape company uses Ranger Pro 2 on the weeds around the rose garden which is similar to Round Up. Should we be concerned about any residual herbicide remaining in the soil if a year has passed ? Would hate to see new rose bushes being affected . Thanks again !

Hi Cindy,
This product contains Glyphosate and you can replant a couple weeks after application. The chemical will be gone by now.
