This looks more like a fir species. It isn't a mugo pine. They have needles in groups of two with a different arrangement on the twig. https://plants.ces.ncsu.edu/plants/pinus-mugo/
It looks like mechanical damage that caused the broken tips to dry out, though that shouldn't cause the needles to drop.
