When is the proper time to spray my apple tree for insects and diseases? Last year all of my apples had insects. Do I need to spray my tree with neem oil/fungicide treatment? I would appreciate any assistance.

It may not necessary to spray your apple trees each year.  You may wish to monitor them carefully for signs of insects or disease, and then treat any problems as they arise.  If you wish to follow a spray schedule, see the following links.  They offer detailed information on when to spray and what to use.  Good luck with your tree.
