Falling Apple tree #869758

I have an apple tree that is relatively young and is about 7’ tall that I’m having trouble keeping it from uprooting itself in windy and wet conditions. I’ve tried staking it but the winds pull the stakes up and right now I have a 4”x4” board holding it up. What can I do to keep it in the ground?
