Is there any recommended treatment for this. The tree is only 3 - 4 yrs old. Also is there somewhere here in Columbus where I could get the soil tested for deficiencies that would not cost me too much money?

The liquid oozing could be many things. I'm sending a link which describes some of the things it could be and what you should look for to narrow it down. If you'd like to send photos, I can help with that.

You can get a soil test through the Franklin Co. Extension office. Here is their website (below) so you can get their hours. It costs around $11 for the test kit and then you have to pay postage to mail in your sample.
