This is one of our yellow jacket species that typically are found in Michigan. Without a complete top view of the thorax and abdomen, I can't verify the exact species.
Sometimes a dead yellowjacket can be found indoors if it tried to survive the winter inside or if it made its way inside in spring and couldnt go back out. If you don't find other living wasps in the basement, I wouldn't be concerned about a nest there.
