Is rotted hemlock a good mulch for vegetable gardens? Do I need to add any extra nutrients if I mulch with rotted hemlock and am growing tomatoes?

When you say rotted, do you mean like soil? If you use only as mulch will be OK, but if you dig it into the soil, it will tie up nutrients to complete its own breakdown processes. Do not count on any available to the tomatoes nutrients from this year's mulch in all probability.
