Is it okay to cut the new growth at the bottom of the tree trunk? I do not want to damage the tree's health or growth.

Is it okay to cut the new growth at the bottom of the tree trunk? I do not want to damage the tree's health or growth.

Yes, you can remove them.
They can sometimes be an indicator of stress.
We can't tell for sure, but it looks like the tree may be planted or mulched too deeply. A tree trunk should have a visible widening or 'flare' before it goes into the ground. If not and it goes into the ground straight like a telephone pole, remove soil and mulch until you find the flare. When you do mulch, use no more than about 3 inches, and keep it pulled back from contact with the trunk.
