They can sometimes be an indicator of stress.
We can't tell for sure, but it looks like the tree may be planted or mulched too deeply. A tree trunk should have a visible widening or 'flare' before it goes into the ground. If not and it goes into the ground straight like a telephone pole, remove soil and mulch until you find the flare. When you do mulch, use no more than about 3 inches, and keep it pulled back from contact with the trunk.
