We have 3 wine and roses weigela that we bought in September 2011. They were supposed to grow to 5-6' tall. However they are only about 2' tall after 12 years. Is there something that can be done now to make them grow taller or do we have to start over?

In general, Weigela is classified as a medium sized bush. Perhaps you purchased a cultivar which was suppose to be taller? See: https://extension.colostate.edu/docs/pubs/garden/07415.pdf
I would recommend consulting the original tag and/or the place that you purchased it about the characteristics of your weigela.
