Apple tree woes #869502

Hi. This apple tree that the builder put in front of our house isn't looking good. It's 4 to 5 years old at this point. Last year it started to look brownish and wilty on the leaves. It was really dry so I chalked it up to that. Now this year it's looking poorly and I am concerned about fire blight. I found information on that yesterday. So I'm attaching a few pictures maybe you could identify the issue. Thank you.

Fire blight has the typical “shepherds hook” look on totally dried out branches.  The following website gives additional information on what to look for and how to treat it.  It is crucial to rake up all leaves/apples in the fall.  Pruning is also important to keep it in check.  See the website for more details.
