I recently moved in to a house with 4 Cleveland Flowering Pear trees on the NW side of the house (the tags were still on the trees). They blossomed and looked healthy, but now that the flowers have dropped, the leaves have spots on them and are very sparse.

This looks like the initial stage of rust on pears. This type of rust is a a disease that requires a nearby cedar or hawthorn as a secondary host.
The fungus already infected the tree earlier in spring, and the leaves become infected as they leave the buds. There is no treatment once rust appears. The spots may take on an orange color and fall off prematurely, but the tree will leaf out next season.
If you are concerned about rust in the next season, you'd need to apply a fungicide, with the active ingredient myclobutanil, earlier in Spring with 2-3 applications every 7 - 10 days. If using fungicides, don't spray during bloom and read the label before use.
