Is this fire blight? #869403

I’m trying to identify the disease my crabapple has and options for management (if any). It is a very mature tree and the fungus is throughout the enter tree.

It is possible.  I'm not seeing the shepherd's crook appearance of branches as would be typical of fireblight.  Also, typically, a few branches are infected first, and I'm not seeing that.  Read here:

There are many other diseases and insects which could be affecting your tree.  If the tree is quite old, it could be reaching the end of its natural life span.  Here is a good diagnostic page:
