Green bugs on Rose #869352

Hello, my rose has these little green bugs on the underside of the leaves, and the leaves are discolored. What do you think they are, and what can I do about them?

Thanks for your question and for including a picture of the insect and the leaf damage.

It looks like rose leafhoppers in nymph stage are feeding on your plant. You can consider applying a systemic insecticide (soil drench) after the rose has bloomed to minimize harm to pollinators. Products to consider include clothianidin and neem oil. If you use an insecticide, make sure to follow package directions.
