Pepperweed taking over dog tuff! #869338

Hi there - last summer we planted Dog Tuff in our yard, and this spring it's coming in nicely, but is getting drowned out by what I believe is perennial pepperweed. That stuff is EVERYWHERE right now. I recently had to mow because the weeds were out of control.

I've lost weekends already to trying to manually remove the weeds, but it's a sisyphean task and I'm not sure I can win that battle. I recently purchased a ginormous bag of Freehand after googling around a bit, but am unsure of how/when is best to use/apply it, or if there are other options that might be more effective. Bindweed is also coming in, but from what I understand, that's unwinnable without mites, which I'm on the list for, but don't expect to get anytime soon.
Help?
Guidance on how to not lose my Dog Tuff to weeds would be hugely appreciated. How to use freehand, how/when to use, how/when to water, etc, knowing that with the weeds as they are at present, not mowing is not an option. Thanks in advance!

With respect to bindweed mites, be aware they only work in very dry conditions.
