rhizomatous tall fescue (RTF grass) #869323

I've read about the repair properties of rtf grass. Just wanted to know if this type of grass would survive in Anchorage Alaska. If not, are there any "creeping" grasses that would? If you could provide care tips, I would appreciate it. My yard doesn't drain well because it is at or near the current water table level. Also, there are shady spots where I have to fight off moss, but most of the yard is full sun.

I have found no evidence that RTF has been tested in Alaska. It is grown in Canada so it would probably do well in Anchorage.
