What’s wrong with my dwarf sunflowers? The blooms don’t open & die.

I didn't know that dwarf sunflowers even existed! What a great way to have sunflowers at a level you can enjoy.
I looked up growing information from Johnny's Selected Seeds for a dwarf variety called "Big Smile" just to get an idea of their growing needs. The days to maturity is 50-60 days. I suspect that what has happened, is that your plants were forced to bloom early for increased sales and now are diverting their resources to root growth so that they will eventually be able to support flowers naturally.
They grow best in daytime temperatures of at least 70 degrees with nighttime lows of 50-60 degrees. It is still quite cool for sunflowers. Just last week we had a 35 degree night. That's enough to put any heat loving plants into shock.
Give them more time. If they haven't turned around in a month, please contact us again, as there could be a deeper issue at hand.
