Plants not coming back after winter #869238

My barberry plants were planted a couple years ago when they were full and now, as you can see, are almost nonexistent. My evergreens also look like they're dying a slow death. I watered them extensively when I put them in the ground. They are west facing and get lots of afternoon sun. Is perhaps my soil the problem? What should I do? Are there plants that might do better in this space? Any help would be GREATLY apprecaited.

Clearly your barberry and arborvitae are not thriving in this location. The barberry information indicates it should have full sun, 6-7 hours a day. Your mulch is dark. With the sun shining on the mulch, it will heat up the soil.

Your arborvitae looks like it may have sidewalk salt damage on the bottom. Is the snow from the sidewalk shoveled with salt near the shrub? 

You could consider planting pollinator plants.
