Hello,
I don't know what is happening to your phlox. Could it have gotten some weed killer on it ? It kind of looks like spider mite damage though that seems odd at this time of the year. Try spraying it with soapy water a few times and see if that helps.

I'm sorry I can't figure out the problem. Look up close with a magnifying glass to see signs of webbing.
